Tasarruf sahiplerine ek haklar tan\u0131nan y\u00f6netmelikle, konut ve ara\u00e7taki s\u00f6zle\u015fme s\u0131n\u0131rlar\u0131 farkl\u0131la\u015ft\u0131r\u0131larak art\u0131r\u0131ld\u0131.<\/strong><\/p>\n<p>Bankac\u0131l\u0131k D\u00fczenleme ve Denetleme Kurulu (BDDK), Finansal Kurumlar Birli\u011fi\u2019nin (FKB) tasarruf finansman sekt\u00f6r\u00fcn\u00fcn b\u00fcy\u00fcmesi, ihtiya\u00e7lar\u0131n\u0131n belirlenmesi ve kar\u015f\u0131la\u015ft\u0131\u011f\u0131 sorunlar\u0131n \u00e7\u00f6z\u00fclmesi ad\u0131na iletti\u011fi \u00f6nerilerini inceleyerek, \u201cTasarruf Finansman \u015eirketlerinin Kurulu\u015f ve Faaliyet Esaslar\u0131 Hakk\u0131nda Y\u00f6netmelik\u201dte de\u011fi\u015fikli\u011fe gitti.\u00a0<\/p>\n<p><strong>FKB Y\u00f6netim Kurulu Ba\u015fkan\u0131 Ali Emre Ball\u0131<\/strong>, tasarruf finansman sekt\u00f6r\u00fcn\u00fcn geli\u015fimine y\u00f6nelik uzun s\u00fcredir \u00fczerinde \u00e7al\u0131\u015ft\u0131klar\u0131 g\u00f6r\u00fc\u015flerini gerek\u00e7eleri ile BDDK\u2019ye sunduklar\u0131n\u0131 belirterek, \u201cBDDK\u2019n\u0131n \u00f6nerilerimizi incelerek haz\u0131rlad\u0131\u011f\u0131 ve Resm\u00ee Gazete&#8217;de yay\u0131mlanan Tasarruf Finansman \u015eirketlerinin Kurulu\u015f ve Faaliyet Esaslar\u0131 Hakk\u0131nda Y\u00f6netmelikte De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Y\u00f6netmelik\u2019te m\u00fc\u015fteri haklar\u0131n\u0131n korunmas\u0131, konut ve ara\u00e7taki s\u00f6zle\u015fme s\u0131n\u0131rlar\u0131n\u0131n farkl\u0131la\u015ft\u0131r\u0131larak art\u0131r\u0131lmas\u0131, risk grubu ve mensuplar\u0131na ili\u015fkin s\u0131n\u0131rlamalar\u0131n getirilmesi, tasarruf fon havuzlar\u0131n\u0131n de\u011ferlendirilme ve da\u011f\u0131t\u0131m esaslar\u0131 ile mali rasyolar\u0131n g\u00fcncellenmesi konular\u0131 ele al\u0131nd\u0131\u201d dedi. Ball\u0131, \u201cSon d\u00f6nemlerde gayrimenkul ve ara\u00e7 fiyatlar\u0131ndaki art\u0131\u015f, 1 milyon TL s\u00f6zle\u015fme s\u0131n\u0131rlar\u0131n\u0131n art\u0131r\u0131lmas\u0131 ihtiyac\u0131n\u0131 zorunlu k\u0131ld\u0131. Y\u00f6netmelik ile s\u00f6zle\u015fme tavanlar\u0131 T\u00dc\u0130K\u2019in Aral\u0131k 2023 \u00dcFE oran\u0131 olan y\u00fczde 44,22\u2019ye g\u00f6re art\u0131r\u0131larak, konut i\u00e7in 7 milyon 211 bin TL\u2019ye ve ta\u015f\u0131t i\u00e7in ise 2 milyon 884 bin 400 TL\u2019ye y\u00fckseltildi. Yine m\u00fc\u015fteri haklar\u0131n\u0131n daha \u015feffaf bir \u015fekilde ele al\u0131nmas\u0131, risk grubu tan\u0131m\u0131n\u0131n getirilmesi ve finansal rasyolar\u0131n g\u00f6zden ge\u00e7irilmesi, sekt\u00f6r\u00fcm\u00fcze ve t\u00fcm payda\u015flar\u0131m\u0131za olumlu katk\u0131 sa\u011flayacak\u201d diye konu\u015ftu.\u00a0<\/p>\n<p>\u00d6te yandan y\u00f6netmelik ile\u00a0tasarruf finansman m\u00fc\u015fterilerinin uzaktan s\u00f6zle\u015fme yapmas\u0131n\u0131n \u00f6n\u00fc a\u00e7\u0131ld\u0131. Tasarruf finansman m\u00fc\u015fterisinin tahsisata hak kazanmas\u0131ndan sonra \u00f6demesinin en ge\u00e7 bir ay i\u00e7erisinde ger\u00e7ekle\u015ftirilmesi gerekti\u011fi h\u00fck\u00fcm alt\u0131na al\u0131nd\u0131. M\u00fc\u015fterilere, tasarruf finansman s\u00f6zle\u015fmesinin tasarruf d\u00f6nemi bitimine kadar konut, \u00e7at\u0131l\u0131 i\u015f yeri veya ta\u015f\u0131ttan olu\u015fan finansman konusunu bir defaya mahsus olmak \u00fczere de\u011fi\u015ftirebilme hakk\u0131 tan\u0131nd\u0131.
